Introduction
There is inherent conflict between the societal values of freedom and liberty on one hand and order and security on the other. The challenge is to strike a balance between the two. The U.S. Supreme Court uses the term “ordered liberty” to describe the need to accommodate both. This conflict is the heart of the debate between Stephen and Mill (refer to the textbook) over the proper relationship of law and morality. Those who favor individual liberty (such as Mill) disapprove of using law to enforce morality. Those who feel that morality is important for keeping societal order (Stephen) approve of using law to enforce morality.

Activity Instructions
Order and security are important values. Americans, however, also value freedom and liberty. Is it possible to maximize both of these goals at the same time? Describe why and how. If and when that is not possible, which goal should take priority? Finally, describe how your paper content relates to victimless crimes and should society legislate morality? Provide examples to illustrate your point of view.
