Oklahoma Department of Corrections Budget Increase in Oklahoma FY19 budget

MUST BE IN MLA FORMAT.  MUST INCLUDE BOTH SIDES OF THE ARGUEMENT IN THE THESIS PAPER. YOU DO NOT HAVE TO FIX EVERYTHING BUT GIVE SUGGESTIONS. 

Does the intro slowly lead into the topic and grab your attention? 2.  Does the paper flow and follow the thesis map? 3. Is there a thesis paragraph with a clear thesis map?  4. Does the paper stay persuasive and on topic?   5.  Are there in-text citations throughout the entire paper?   6.  Are there any first and second person pronouns?   7. Does it seem to follow proper MLA format?  8.   Does the paper transition in-between points? 9. Note any grammatical errors that jump out.   10.   Does the works cited page seem to be correct?

This paper will be typed in 12 point Times New Roman font.   
The paper will have 1″ left and right margins, 1″ top and bottom margins, and double spacing throughout.  The entire paper will be written in the 3rd person. Works cited in the paper should be in alphabetical order.  There will be no more than two brief (2 lines or less) quotes per page of the paper.  The bulk of the researched data will be paraphrased or summarized.
