substance abuse

You have been hired to serve as a Research Assistant to the Governor of your state.  She is committed to the goal of improving substance abuse programs for offenders.  The governor has asked you to prepare short position paper outlining the most favorable options available.  Remember, you must defend your options, and she does not have time to read anything lengthy. Be sure to tell her whether or not a “one size fits all” approach would be best to consider given current funding problems in the government.
