For this project, you will develop a proposal for a field test to design, implement, measure, and evaluate a problem-oriented policing crime reduction program in a major US city of your choice. Using publicly available crime and demographic statistics, you will apply methods and techniques learned to develop the design of the field test so that if implemented, one could measure the effects on the crime rate.

Submit a comprehensive literature review with 3 sections:

  1. Identify and explain a specific Criminal Justice Problem (e.g. type of crime, a resource need, etc.) or program related to problem-oriented policing.
  2. Research and evaluation in criminal justice (general criminal justice, policing, law enforcement, or crime reduction) that relate to the problem or program identified in Section 1.
  3. Conclusions about applying research and evaluation in problem-oriented policing that synthesizes the information gathered

A literature review is not a simple summary of articles but rather should describe, analyze, and synthesize relevant articles to develop new interpretations and reach conclusions. For this activity, a minimum of 5 articles are required for problem-oriented policing and 5 articles for criminal justice research and evaluation. For sections 1 and 2, you should briefly present the articles, synthesize them, and reach a conclusion. In section 3, integrate the conclusions from sections 1 and 2 to generate conclusions about how research and evaluation can be applied to problem-oriented policing.

Write the literature review in 2000 words of narrative in a Word document. Follow the APA style for editing and citations. Please note that work cited page and cover page words do not count.

An initial ABIS audit shows that many areas of the lab are not prepared to conduct extensive computer forensic evidence collection. You have been asked to prepare a set of recommendations on how to handle the following areas and related problems:

  • Technology: Should we outsource any applications/functions? What new technology applications are required to accommodate e-business?

The aforementioned questions are intended to get you started, but consider other challenges within each area that could be addressed.

Individual Portion:

Each member of the team should research one of the topics from the assignment description and make several key recommendations for his or her area. Apply your learning in technology coursework, personal experience, and Internet research to make recommendations in each of these areas. Where you do not have sufficient background information from the case study, you may make assumptions—as long as they are stated and supported.

In Unit 1, you learned about the development of policing in the United States. In the readings for Unit 2, you learned about several key reform periods that have taken place throughout the service with a specific focus on three specific eras (political, professional, and community-oriented).

To help you understand these reform periods, you are going to explore the first national attempt to reform and improve policing and the delivery of services to communities. Following several high-profile corruption scandals, rising social tension, and riots, then President Johnson formed the President’s Task Force on Police. The final report, published in 1967, held considerable information on the state of policing, specific issues and challenges, and key recommendations.

In this discussion, you will discuss the report, with a focus on the key issues and challenges facing police agencies at this time, how they came to exist, and what impeded many of those key recommendations from being implemented.

The specific steps are as follows:

  1. Read Task Force Report: The Police (1967).
  2. Write an initial post that identifies the 3 key issues and challenges that most resonated with you.
  3. Additionally, in this initial post, identify 1 recommendation that you believe was incredibly important. Explain your selection, and then research to see if this implementation was successful at a national level.
  4. Lastly, identify an issue, challenge, or recommendation that you believe was not overcome or implemented. Explain your selection.
  5. Reply to classmates explaining why you agree or disagree with their examples

As you have learned in this unit, the police mandate has expanded tremendously. Police are called to service across areas of law enforcement, order maintenance, and service.

The profession has expanded well beyond the enforcement of laws. In recent years, recruitment and retention have become pressing challenges for local, state, and federal law enforcement.

For the purposes of this discussion, you will research and discuss the state of recruitment and retention across the United States.

Additionally, you will discuss strategies that may be relevant to increasing not merely application rates, but the quality of the applicants who are applying.

The specific steps are as follows:

  1. Select 3 cities across the United States that are facing either issues in recruitment or retention.
  2. Identify and summarize the reasons expressed for the issues by the agency.
  3. Discuss strategies that have been proposed to increase recruitment or retention in these agencies.
    • Assess how likely you believe these recommendations will be to improve these rates.

Social media use by police agencies has steadily increased in recent years. Agencies have taken to social media platforms to share information with their communities.

In this discussion, you will explore the myriad ways in which agencies are using social networking to communicate with the community, ask for input from the community, and improve community relations.

The specific steps are as follows:

  1. Research and identify 4 examples of social media use by a police department.
  2. Summarize each of the examples in your initial post.
    • Provide the direct link to the social media use by the agency.
  3. Analyze how successful you believe the use of social media is for the agency.
    • Consider the following: How should an effective social media campaign be measured?

Case Brief

Prepare a legal brief on the U.S. Supreme Court ruling in Kentucky v. King, 563 U.S. ___ (2011) which can be found at this link.
www.law.cornell.edu/supct/html/09-1272.ZS.html

The case brief will be graded on the rubric in the student resources section under case brief. Please carefully review the rubric before you start the assignment. Please attach your brief to this assignment as a word document.

By briefing a case, you are reading the entire court opinion then summarizing it into your own words so that the important information from the brief is easier to understand and remember.

Legal case names should be done in standard “Blue Book” format. Example:

York v. Smith, 65 U.S. 294 (1995). For further information see http://www.law.cornell.edu/citation and look under the “How to Cite” section. In addition see the web resource section for this course and click on the folder marked “how to brief a case”.

*** Please review the materials in the Resources section of the classroom under the Case Brief folder. These will be useful to you because they instruct (“How to..”) students about the case briefing process, shows the relationship between the Opinion and the brief (Opinion and Model Case Brief), and then enables you to see the relationship between the case brief and the grading process (Rubric).  Case briefs are used to highlight the key information contained within a case for use within the legal community as court cases can be quite lengthy. When writing case briefs, all information must be properly cited.  Make sure you are not copying and pasting from your source. Most of the material should be paraphrased; quotations should make up no more than 10%  of the brief.  Note: since the purpose to is highlight and summarize key information, merely copying and pasting from the case does not accomplish this goal. You must summarize the facts in your own words, using quotations sparingly.

Legal Rights

1.  In Berghuis v. Thompkins, 560 U.S. 370 (2010) (which can also be found in the Resources link), the Supreme Court considered the position of a suspect who understands his or her right to remain silent under Miranda v. Arizona and is aware he or she has the right to remain silent, but does not explicitly invoke or waive the right.  Please read the case.  Give me a summary of the facts of the case and a discussion of the opinion, both majority and dissent.

2.  It is estimated that about 75% of suspects routinely waive their Miranda rights and talk to the police.1  Given that, discuss the impact of this decision on law enforcement.
